Rules and Regulations


  1. All horses must submit and show proof of a negative Coggins test for equine infectious anemia
    (EIA) or swamp fever within the past 12 months before participating
  2. STATEMENT OF RESPONSIBILITY  Meyler Farms, New Hope Stables, the management staff of
    the Inter-County Saddle Club,  will in no way be responsible for any loss or damage that might
    occur. It will be a condition of the entry that each exhibitor shall hold the State Horse Show and its
    management blameless for any loss or accident that may occur to any animal, person, or property.
    Each exhibitor entering a horse in the ICSC Horse Show agrees to obey the rules written in this
    website.
  3. Championship and Reserve Championship Awards given at each show.  (Does NOT apply to
    Battle of the Barns) The following championship and reserve championship awards will be made to
    the individual horse and rider that earned the most points in each division.  
  4. Championship ties will be broken on the basis of total equitation or horsemanship points earned. If
    a tie still exists, the contestant with the most points in the showmanship classes will be declared
    the champion. If a tie still exists, the exhibitor who places in the greater number of classes will be
    declared the champion.

    5.  Rules on this site will have precedence over all other rules. US Equestrian Federation (USEF,
    formerly American Horse Show Association, AHSA) rules will be used for any Hunt Seat and
    Dressage  rules not covered in this book. American Quarter Horse Association rules (AQHA) will be
    used for any Western or Speed Events Division rules not covered on this site.
    6.   Right to Alter Show management reserves the right to alter or modify any class, Divisions or
    contest procedures, obstacles, or patterns due to safety concerns or Lack of Participation.
    7.  AGES: Youth 12 years and under HUNTER AND WESTERN (helmet required WHEN
    MOUNTED)
    8. Interim and Lead Line Entry; Assisted riders may not cross enter into any other riding classes
    9.  A novice rider is one having won 5 or fewer 1st place ribbons other than halter prior to 1/1/13.
    These rules are not discipline specific. Children age 10 and under are considered novices
    regardless of placings.
    10.Cross entry is not permitted between Stock Type OR Field Type and Saddle Pleasure Type
    horses But IS Permitted in AGE DIVISION.  AGE DIVISION ARE ~ALL BREED~
    11.   Formal attire is not required but appropriate riding apparel is required. Shoes with heel, pants
    (no shorts) and shirt with at least a 4” sleeve. Safety helmets permitted in any class but are
    required in all jump classes and on all riders age12 and under when mounted.

** Battle of the Barns Classes/Divisions
    Barns can enter UP TO 3 riders per class.  Class is open to ALL BREEDS AND ALL AGES!!  
    Barns are NOT limited to combination!!!  Dose NOT have to be the same horses, riders, or
    combinations for each class OR each show!!  If your Barn only has one or two riders you are also
    welcome to ride in the classes. Riders may also "Group" together to make Barn Team. If you Start
    in that Group/Barn Rider nor Horse can change or show under a new/other Barn.  Classes will be
    judged as normal and 6th places will be awarded. A Trophy will be awarded to the Barn with the
    Highest Points at the End of Year Award Banquet.
    Points will be awarded UP TO TENTH PLACE.  Example if ten were in the class points awarded
    as follows: tenth place=1pt, night place=2pt.........
    Class of 8 riders; eight place=1pt, seventh place=2pts......
**** GAYP or Go as you please class includes a walk
    and then any other gait desired by the rider. Same gaits
    in both directions.
****SG means Secondary Gait (trot, jog or pleasure gait).
    The pleasure gait is for non-trotting breeds  Hoof band are not permitted on the show grounds.
    Action devices such as chains, rollers, etc and those similar are not permitted.
****H.S. Bridle Path Hack is not a jumping class.  
    Horses will be judged on their ability to give a pleasurable ride, manners, performance, and
    suitability to purpose. Emphasis will be placed on ability to give a pleasurable ride and manners.
    Horses show on the flat at a walk, trot, or canter(where applied)  on a reasonably loose rein
    without loss of contact with the horse’s mouth.
